Portant ouverture d’un concours direct pour le recrutement de cent trente
(130) personnels dans le corps des fonctionnaires d’Active des Douanes, session
de 2013.

Particulier des corps des
fonctionnaires
d’Active des Douanes ;
Vu le décret n°94/199 du 7 octobre 1994 portant
Statut Général de la Fonction Publique de
l’Etat,
modifié et complété par le décret n°2000/287 du 12 octobre 2000 ;
Vu le décret n° 2011/408 du 09 décembre 2011
portant organisation du Gouvernement ;
Vu le décret n° 2011/410 du 09 décembre 2011
portant formation du Gouvernement ;
Vu le décret n°2012/537 du 19 novembre 2012 portant
organisation du Ministère de la Fonction
Publique et de la Réforme Administrative ;
Vu le décret n°2000/696/PM du 13 septembre 2000
fixant le Régime Général des Concours
Administratifs.
ARRETE :
Article 1er : a)- Le présent arrêté porte ouverture d’un concours
direct pour le recrutement de personnels dans le corps des fonctionnaires d’Active
des Douanes suivant la répartition ci-après :
-
Cinquante-cinq (55) Brigadiers des Douanes, catégorie « C» de la Fonction
Publique ;
-
Soixante-quinze (75) Préposés des Douanes, catégorie
« D » de la Fonction Publique.
b)-Ledit concours se déroulera les 07 et 08 décembre 2013 dans tous les chefs-lieux de région.
Article 2 : CONDITIONS GÉNÉRALES À REMPLIR POUR FAIRE ACTE DE
CANDIDATURE.
Les candidats doivent réunir les conditions
générales requises pour l’accès aux emplois publics et les conditions édictées
par le Statut Général de la Fonction Publique de l’État :

Certificate of Education Ordinary Level
(GCE-O/L) en quatre matières, hormis la matière « religious knowledge »
ou d’un diplôme reconnu équivalent.

Dix-sept (17) ans au moins et vingt-neuf (29) au plus au 1er
janvier 2013 (être né entre le
01/01/1984 et le 01/01/1996).

- Être titulaire du Certificat d’Etudes Primaires (CEP) ou du First
School Leaving Certificate (FSLC).
|
Article 3 : COMPOSITION DES DOSSIERS DE CANDIDATURE.
Les dossiers de candidature qui seront reçus complets et contre récépissé
au Ministère de la Fonction Publique et de la Réforme Administrative, Direction
du Développement des Ressources Humaines de l’Etat, Service des Concours
Directs et de Bourse (4ème
étage, portes 405 et 409) ou dans
les Délégations Régionales du même Ministère, Service des Recrutements et de la
Formation jusqu’au vendredi 08 novembre 2013 délai de rigueur, devront impérativement
comprendre les pièces suivantes :
1. Une fiche d’inscription timbrée à mille
(1 000) francs CFA, dont l’imprimé est
disponible dans les services du Ministère de la Fonction Publique et de
la Réforme Administrative ou dans les Délégations Régionales du même
Ministère ;
2.
Une copie certifiée conforme
de l’acte de naissance signée par une autorité civile compétente ;
3.
Un extrait de casier
judiciaire, bulletin n°3, datant de moins de trois (03) mois;
4.
Une copie certifiée conforme
du diplôme exigé signée par une autorité civile compétente ;
5.
Une attestation de
présentation de l’original du diplôme exigé signée par une autorité civile
compétente ;
6.
Un certificat médical délivré
par un médecin du secteur public datant de moins de trois (03) mois ;
7.
Une quittance de versement de
la somme de quinze mille (15 000)
francs CFA délivrée par le Chef de Service des Concours Directs et de
Bourse ou par le Chef de Service des Recrutements et de la Formation dans les
Délégations Régionales du Ministère de la Fonction Publique et de la Réforme
Administrative ;
8.
Deux (02) photos 4x4 ;
9.
Une enveloppe timbrée à cinq cents (500) francs CFA à l’adresse
du candidat.
N.B:
§ Tout
dossier incomplet, en retard ou dont les pièces sont signées dans un
commissariat de police ne sera pas accepté.
§ Les pièces
légalisées par une autorité administrative, municipale ou judiciaire doivent
être datées de moins de trois (03) mois à la date du dépôt des dossiers.
Article 4 : PROGRAMMES, HORAIRES ET MODALITÉS DU DÉROULEMENT DES
ÉPREUVES ÉCRITES.
1-
Les programmes de composition sont
ceux de la classe de troisième (3ème)
pour les candidats de la catégorie
« C » et de la classe du cours
moyen deuxième année (CM2) pour les candidats de la catégorie « D ».

épreuves écrites se dérouleront selon le calendrier ci-après :

Article 5 : PUBLICATION DES RÉSULTATS.
Les résultats du présent concours seront publiés
par arrêté du Ministre de la Fonction Publique et de la Réforme Administrative.

To announce a direct competitive examination for
the recruitment of 130 (one hundred and thirty) personnel into the corps of
Preventive Customs civil servants for the 2013 session.
THE MINISTER OF THE PUBLIC SERVICE AND
ADMINISTRATIVE REFORM,
Mindful of the Constitution;
Mindful of decree No. 75/768 of 18 December 1975
to lay down the Special Rules and Regulations
of the corps of Preventive Customs civil servants;
Mindful of decree No. 94/199 of 7 October 1994
on the General Rules and Regulations
of the Public Service as amended and supplemented by decree No. 2000/287
of 12 October 2000;
Mindful of decree No. 2011/408 of 9 December
2011 to organize the Government;
Mindful of decree No. 2011/410 of 9 December
2011 to form the Government;
Mindful of decree No. 2012/537 of 19 November 2012
to organize the Ministry of the Public
Service and Administrative Reform;
Mindful of decree No. 2000/696/PM of 13 October
2000 to fix the General System of
Government Competitive Examinations.
HEREBY ORDERS AS FOLLOWS:
Article 1: a) A direct
competitive examination to recruit personnel into the corps of Preventive Customs civil servants has
been announced. The number of available places
for the various categories is distributed as follows:
-
55 (fifty five) Customs Guards of the “C” category of the Public Service;
-
75 (seventy five) Preventive Customs Officer of the “D” category of the Public Service.
b) This examination shall take place on 07 and 08 December 2013 in all regional headquarters of the country.
Article 2: GENERAL REQUIREMENTS
This examination shall be open to all Cameroonians who fulfil the
general requirements for admission to government employment and conditions laid
down by the General Rules and Regulations of the Public
Service:

subjects excluding Religious Knowledge or the Brevet d’Etudes du Premier Cycle (BEPC) certificate, or any other recognized equivalent
certificate.

Be 17 years of age at least and 29 years at most as at 1st January
2013 (be born between 01/01/1984 and
01/01/1996).

Be holder of the First School
Leaving Certificate (FSLC) or the Certificat d’Etudes Primaires (CEP).

Article 3: FILE
COMPOSITION
Candidates’ complete
application files shall be submitted, against a receipt, at the Ministry of the
Public Service and Administrative Reform,
Department of State Human Resources Development, Direct Competitive
Examinations Service (4th
floor, Rooms 405 and 409) or in all Regional Delegations of
the Public Service, latest Friday 08 November 2013. The files shall comprise the following
documents:
1.
a registration form
bearing a CFA 1 000 (one thousand) francs fiscal stamp. The
forms can be obtained from the Ministry of the Public Service and
Administrative Reform or at all Regional
Delegations of the Public Service ;
2.
a certified true copy
of birth certificate signed by a competent civil authority;
3.
a certificate of
non-conviction not more than three months old;
4.
a certified true copy
of the required certificate signed by a competent civil authority;
5.
an attestation of
presentation of original of the required certificate signed by a competent
civil authority;
6.
a medical certificate
issued by a public sector Medical Officer not more than 3 (three) months old;
7.
a receipt attesting
payment of a registration fee of CFA 15
000 (fifteen thousand) francs issued
by either the Service Head for Scholarships and
Direct Competitive Examinations or the Head of the
Recruitment and Training Service at the Regional Delegations of the Ministry of
the Public Service and Administrative Reform;
8.
2 (two) passport-size
photographs;
9.
an envelope bearing a
CFA 500 francs stamp and the candidate’s address.
N.B.:
·
All incomplete or
late files or files containing documents signed at a Police station shall be
rejected.
·
All documents should
be certified by a competent civil, municipal or legal authorities and not more than 3
(three) months old at the time of submission of file.
Article 4: EXAMINATION TIMETABLE AND MODALITIES
1.
The syllabuses for
these competitive examinations shall be that of Form five for candidates of the “C” category and class 6
of primary schools for those of the “D”
category.

Article 6: PUBLICATION OF RESULTS
The results of this competitive
examination shall be published through an instrument signed by the Minister of
the Public Service and Administrative Reform.
Article 6: This order shall be
registered and published wherever necessary.
