Portant ouverture d’un concours direct pour le recrutement de cent cinquante-cinq (155) personnels dans le corps des fonctionnaires                          du Génie Civil, session de 2013.

LE MINISTRE DE LA FONCTION PUBLIQUE ET DE LA RÉFORME ADMINISTRATIVE.

Vu la Constitution ;

Vu le décret n° 75/787 du 18 Décembre 1975 portant Statut Particulier du corps des

      fonctionnaires du Génie Civil ;

Vu le décret n°94/199 du 7 octobre 1994 portant Statut Général de la Fonction Publique

      de l’Etat, modifié et complété par le décret n°2000/287 du 12 octobre 2000 ;

Vu le décret n° 2011/408 du 09 décembre 2011 portant organisation du Gouvernement ;

Vu le décret n° 2011/410 du 09 décembre 2011 portant formation du Gouvernement ;

Vu le décret n°2012/537 du 19 novembre 2012 portant organisation du Ministère de la Fonction

      Publique et de la Réforme Administrative ;

Vu le décret n°2000/696/PM du 13 septembre 2000 fixant le Régime Général des Concours

      Administratifs.

                         

ARRETE :

Article 1^er : - a) Le présent arrêté porte ouverture d’un concours direct pour le recrutement de personnels dans le corps des fonctionnaires du Génie Civil, suivant la répartition ci-après :

I-   GÉNIE CIVIL

·        Cinq (05) Architectes, catégorie « A » deuxième grade de la fonction publique ;

·        Quarante (40) Ingénieurs du Génie Civil, catégorie « A » deuxième grade de la Fonction Publique ;

·        Dix (10) Ingénieurs des Travaux du Génie Civil, catégorie « A » premier grade de la Fonction Publique ;

·        Quarante (40) Techniciens du Génie Civil, catégorie « B » premier grade de la Fonction Publique ;

·         Cinquante (50) Agents Techniques du Génie Civil, catégorie « C » de la Fonction Publique.

II-    URBANISME

·        Dix (10) Techniciens d’Urbanisme, catégorie « B » premier grade de la Fonction Publique.

-b) Ledit concours se déroulera les 23 et 24 novembre 2013 au centre unique de Yaoundé.

Article 2 : CONDITIONS À REMPLIR POUR FAIRE ACTE DE CANDIDATURE.

1-     Conditions générales

Peuvent faire acte de candidature, les camerounais de deux sexes remplissant les conditions suivantes :

a)    Réunir les conditions générales requises pour l’accès aux emplois publics et les conditions édictées par le Statut Général de la Fonction Publique de l’État ;

b)   Être apte à assumer le travail du Génie Civil ;

c)    Être âgé de dix-sept (17) ans au moins et de trente-quatre (34) ans au plus au 1^er janvier 2013(être né entre le 01/01/1979 et le 01/01/1996) pour les candidats aux concours des catégories «A» et «B» ;

d)   Être âgé de dix-sept (17) ans au moins et de vingt-neuf (29) ans au plus au 1^er janvier 2013(être né entre le 01/01/1984 et le 01/01/1996) pour les candidats aux concours de la catégorie «C».

2-    Conditions Spécifiques :

A-  GÉNIE CIVIL

-         Pour les candidats à l’admission des Architectes, être titulaire du diplôme d’Architecte délivré par un établissement national de formation ou par l’une des écoles étrangères ou internationales figurant sur une liste fixée par arrêté du Premier Ministre.

-         Pour les candidats à l’admission des Ingénieurs du Génie Civil, être titulaire du diplôme d’Ingénieur du Génie Civil délivré par un établissement national de formation ou par l’une des écoles étrangères ou internationales figurant sur une liste fixée par arrêté du Premier Ministre.

-         Pour les candidats à l’admission des Ingénieurs des Travaux du Génie Civil, être titulaire du diplôme d’Ingénieur des Travaux du Génie Civil délivré par un établissement national de formation ou par l’une des écoles étrangères ou internationales figurant sur une liste fixée par arrêté du Premier Ministre.

-         Pour les candidats à l’admission des Techniciens du Génie Civil, être titulaire du diplôme de Technicien du Génie Civil délivré par un établissement national de formation ou par l’une des écoles étrangères ou internationales figurant sur une liste fixée par arrêté du Premier Ministre.

-         Pour les candidats à l’admission des Agents Techniques du Génie Civil, être titulaire du diplôme d’Agent Technique du Génie Civil délivré par un établissement national de formation ou par l’une des écoles étrangères ou internationales figurant sur une liste fixée par arrêté du Premier Ministre.

B-  URBANISME

-         Pour les candidats à l’admission des Techniciens d’Urbanisme, être titulaire du diplôme de Technicien d’Urbanisme délivré par un établissement national de formation ou par l’une des écoles étrangères ou internationales figurant sur une liste fixée par arrêté du Premier Ministre.

Article 3 : Composition des dossiers DE CANDIDATURE.

Les dossiers de candidature qui seront reçus complets et contre récépissé au Ministère de la Fonction Publique et de la Réforme Administrative, Direction du Développement des Ressources Humaines de l’Etat, Service des Concours Directs et de Bourse (4^èmeétage, portes 405 et 409) ou dans les Délégations Régionales du même Ministère, Service des Recrutements et de la Formation jusqu’au vendredi 1^er novembre 2013 délai de rigueur, devront impérativement comprendre les pièces suivantes :

1.       Une fiche d’inscription timbrée à mille (1 000) francs CFA, dont l’imprimé est disponible dans les services du Ministère de la Fonction Publique et de la Réforme Administrative ou dans les Délégations Régionales du même Ministère 

2.      Une copie certifiée conforme de l’acte de naissance signée par une autorité civile compétente ;

3.      Un extrait de casier judiciaire, bulletin n°3, datant de moins de trois (03) mois;

4.     Une copie certifiée conforme du diplôme exigé, signé par une autorité civile compétente ;

5.      Une attestation de présentation de l’original du diplôme, signée par une autorité civile compétente ;

6.     Un certificat médical délivré par un médecin du secteur public datant de moins de trois (03) mois ;

7.      Une quittance de versement de la somme de quinze mille (15 000) francs CFA délivrée par le Chef de Service des Concours Directs et de Bourse ou par le Chef de Service des Recrutements et de la Formation dans les Délégations Régionales du Ministère de la Fonction Publique et de la Réforme Administrative ;

8.     Deux (02) photos 4x4 ;

9.     Une enveloppe timbrée à cinq cents (500) francs CFA à l’adresse du candidat.

N.B:

·        Tout dossier incomplet, en retard ou dont les pièces sont signées dans un commissariat de police ne sera pas accepté.

·        Les pièces légalisées par une autorité administrative, municipale ou judiciaire doivent être datées de moins de trois (03) mois à la date du dépôt des dossiers.

Article 4 : PROGRAMMES, HORAIRES ET MODALITÉS DE DÉROULEMENT DES ÉPREUVES ÉCRITES.

1-      Les programmes de composition sont ceux des cycles d’études délivrant les diplômes requis pour faire acte de candidature.

2-    Les épreuves d’admissibilité pour les candidats au recrutement des Architectes, Ingénieurs du Génie Civil, Ingénieurs des Travaux du Génie Civil, Techniciens du Génie Civil et Techniciens d’Urbanisme, se dérouleront aux dates et heures ci-après :

4-    L’heure limite d’accès dans les salles est impérativement fixée à 7 heures précises.

Article 5 : MODALITÉS DE DÉROULEMENT DES ÉPREUVES ORALES.

Un communiqué du Ministre de la Fonction Publique et de la Réforme Administrative précisera les dates et horaires de passage des épreuves orales d’admission définitive pour les candidats des catégories « A » et « B ».

Article 6 : Les résultats définitifs du présent concours seront publiés par un arrêté du Ministre de la Fonction Publique et de la Réforme Administrative.

ORDER No._______________MINFOPRA OF_________________

To announce direct competitive examinations for the recruitment of 155 (one hundred and fifty-five) personnel into the corps of Civil Engineering civil servants, 2013 session.

THE MINISTER OF THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,

Mindful of the Constitution;

Mindful of decree No. 75/787 of 18 December 1975 to lay down the Special Rules and

                Regulations of the corps of Civil Engineering servants;

Mindful of decree No. 94/199 of 7 October 1994 on the General Rules and Regulations

               of the Public Service as amended and supplemented by decree No. 2000/287

               of 12 October 2000;   

Mindful of decree No. 2011/408 of 9 December 2011 to organize the Government;

Mindful of decree No. 2011/410 of 9 December 2011 to form the Government;

Mindful of decree No. 2012/537 of 19 November 2012 to organize the Ministry of the Public

               Service and Administrative Reform;

Mindful of decree No. 2000/696/PM of 13 October 2000 to fix the General System of

               Government Competitive Examinations.

HEREBY ORDERS AS FOLLOWS:

Article 1: a) Direct competitive examinations to recruit into the corps of Civil Engineering civil servants have been announced. The number of available places for the various categories is distributed as follows:

I-   CIVIL ENGINEERING

-         5 (five) Architects of the second grade of the ‘A’ category of the Public Service;

-         40 (forty) Public Works Engineers of the second grade of the ‘A’ category of the Public Service;

-         10 (ten) Assistant Public Works Engineers of the first grade of the ‘A’ category of the Public Service;

-         40 (forty) Public Works Technicians of the first grade of the ‘B’ category of the Public Service;

-         50 (fifty) Assistant Public Works Technicians of the ‘C’ grade of the Public Service.

II-    TOWN PLANNING

-         10 (ten) Town Planners of the first grade of the ‘B’ category of the Public Service.

b) The written part of these examinations shall take place on 23 and 24 November 2013 in Yaounde, the only examination centre.

Article 2: REQUIREMENTS

1.      General requirements:

These examinations shall be open to all Cameroonians who fulfil the following conditions:

a)      Fulfil all the requirements for admission to a public service employment and conditions laid down  by the General Rules and  Regulations of the Public Service;

b)     Be physically fit to assume the duties of Civil Engineer;

c)       Be at least 17 and at most 34 years of age as at 1^stJanuary 2013 (be born between 01/01/1979 and 01/01/1996) for candidates for the ‘A’ and ‘B’ categories;

d)     Be at least 17 and at most 29 years of age as at 1^st January 2013 (be born between 01/01/1984 and 01/01/1996) for candidates for the ‘C’ category.

2.     Specific requirements

A-  CIVIL ENGINEERING

-         For candidates for admission into the cadre of Architects, be holder of a Diploma of Architect issued by a national institution of training or by a recognized foreign or international institution of training featuring on the list approved by Prime Ministerial order.

-         For candidates for admission into the cadre of Public Works Engineers, be holder of a Diploma of Public Works Engineer issued by a national institution of training or by a recognized foreign or international institution of training featuring on the list approved by Prime Ministerial order.

-         For candidates for admission into the cadre of Assistant Public Works Engineers,         be holder of a Diploma of Assistant Public Works Engineer issued by a national institution of training or by a recognized foreign or international institution of training featuring on the list approved by Prime Ministerial order.

-         For candidates for admission into the cadre of Senior Public Works Technicians, be holder of a Diploma of Public Works Technician issued by a national institution of training or by a recognized foreign or international institution of training featuring on the list approved by Prime Ministerial order.

-         For candidates for admission into the cadre of Public Works Technicians, be holder of a Diploma of Public Works Technician   issued by a national institution of training or by a recognized foreign or international institution of training featuring on the list approved by Prime Ministerial order.

-         For candidates for admission into the cadre of Assistant Public Works Technicians, be holder of a Diploma of Assistant Public Works Technician   issued by a national institution of training or by a recognized foreign or international institution of training featuring on the list approved by Prime Ministerial order.

TOWN PLANNING

-         For candidates for admission into the cadre of Senior Town Planners, be holder of a Diploma of Senior Town Planner issued by a national institution of training or by a recognized foreign or international institution of training featuring on the list approved by Prime Ministerial order.

-         For candidates for admission into the cadre of Town Planners, be holder of a Diploma of Town Planner issued by a national institution of training or by a recognized foreign or international institution of training featuring on the list approved by Prime Ministerial order.

Article 3: FILE COMPOSITION

Candidates’ complete application files shall be submitted, against a receipt, at the Ministry of the Public Service and Administrative Reform, Department of State Human Resources Development, Direct Competitive and Scholarship Examinations Service (4^thfloor, Rooms 405 and 409) or in all Regional Delegations of the Public Service, latest Friday 1^st November 2013. The files shall comprise the following documents:

1.      a registration form bearing a CFA 1 000 francs fiscal stamp. The forms can be obtained from the Ministry of the Public Service and Administrative Reform  or at all its Regional Delegations or downloaded at the following website address: http://www.minfopra.gov.cm;

2.     a certified true copy of birth certificate signed by a competent civil authority not more than 3 (three) months old;

3.     a certificate of non-conviction not more than 3 (three) months old;

4.     a certified true copy of the required certificate signed by a competent civil authority not more than 3 (three) months old;

5.     an attestation of presentation of original of the required certificate signed by a competent civil authority ,not more than 3 (three) months old;

6.     a receipt attesting payment of a registration fee of CFA 15 000 francs (fifteen thousand) issued by either the Head of the Direct Competitive and Scholarship Examinations Service (Room 411) at the Ministry or the Head of the Recruitment and Training Service at the Regional Delegations of the Ministry of the Public Service and Administrative Reform;

7.     a medical certificate issued by a public sector Medical Officer not more than 3 (three) months old;

8.     2 (two) passport-size photographs;

9.     an envelope bearing a CFA500 francs stamp and the candidate’s address.

N.B: a) All incomplete or late files or files containing documents signed by the Police shall be rejected;

b) All documents should be certified by competent civil, municipal or legal authorities and not more than 3 (three) months old at the time of submission of file.

Article4: SYLLABUSES AND EXAMINATION TIMETABLE

1.       The syllabuses for these examinations shall be that of training institutions that have issued the required certificate for application.

2.     The written part of the examination for candidates for recruitment into the grades of Architects, Engineers, Assistant Engineers, Senior Public Work Technicians, Public Work Technicians, and Town Planners shall be scheduled as follows:

4.     The latest time to arrive at the examination centre is 7:00a.m.prompt.

Article 5: ORAL PART OF THE EXAMINATION

The Minister of the Public Service and Administrative Reform shall announce the date and timetable for the oral part of the examination through a press release for candidates of the ‘A’ and ‘B’ categories who have been declared successful in the written part of the examination.

Article 6: PUBLICATION OF RESULTS

The final results of the competitive examination shall be published through an instrument signed by the Minister of the Public Service and Administrative Reform.

Article 7: This order shall be registered and published wherever necessary.
