ARRETE :
Article 1er : - a)- Le présent arrêté porte ouverture d’un
concours direct pour le recrutement des personnels (Ecogardes) dans le corps
des fonctionnaires des Eaux et Forêts, suivant la répartition ci-après :
-
Vingt-cinq (25)
Ingénieurs des Eaux et Forêts, catégorie « A » deuxième grade de la Fonction Publique ;
-
Trente (30) Ingénieurs des
Travaux des Eaux et Forêts, catégorie « A » premier grade de
la Fonction Publique ;
-
Quarante-cinq (45) Techniciens Principaux
des Eaux et Forêts, catégorie « B » deuxième grade de la Fonction
Publique ;
-
Soixante (60) Techniciens des Eaux et Forêts, catégorie « B » premier grade de la Fonction Publique ;
-
Soixante-dix (70) Agents Techniques
des Eaux et Forêts, catégorie « C » de la Fonction Publique ;
-
Quatre-vingt-cinq (85) Agents Techniques Adjoints des Eaux et Forêts, catégorie « D » de la Fonction Publique.
- b)-Ledit concours se déroulera les 16 et 17 novembre 2013 au centre
unique de Yaoundé.
Article 2 :

arrêté du Premier Ministre.

Techniques Adjoints des Eaux et Forêts

D
|
Dix-sept (17) ans au moins et vingt-neuf (29) ans au plus au 1er
janvier 2013 (être né entre le
01/01/1984 et le 01/01/1996).

- Être apte à assurer le travail d’Ecogarde.
- -Etre titulaire du Certificat d’Etudes Primaires (CEP) ou du First School Leaving Certificate (FSLC).
|
Article 3 : COMPOSITION DES DOSSIERS DE CANDIDATURE.
Les dossiers de candidature qui seront reçus complets et contre récépissé
au Ministère de la Fonction Publique et de la Réforme Administrative, Direction
du Développement des Ressources Humaines de l’Etat, Service des Concours
Directs et de Bourse (4ème étage, portes 405 et 409) ou dans les Délégations Régionales du même Ministère,
Service des Recrutements et de la Formation jusqu’au vendredi 25 Octobre 2013, délai de rigueur, devront impérativement comprendre les
pièces suivantes :
1.
Une fiche d’inscription
timbrée à mille (1 000) francs CFA,
dont l’imprimé est disponible dans les services du Ministère de la Fonction
Publique et de la Réforme Administrative ou dans les Délégations Régionales du
même Ministère
2.
Une copie certifiée conforme
de l’acte de naissance signée par une autorité civile compétente ;
3.
Un extrait de casier
judiciaire, bulletin n°3, datant de moins de trois (03) mois ;
4.
Une copie certifiée conforme
du diplôme exigé, signé par une autorité civile compétente ;
5.
Une attestation de
présentation de l’original du diplôme, signée par une autorité civile
compétente ;
6.
Un certificat médical délivré
par un médecin du secteur public datant de moins de trois (03) mois ;
7.
Une quittance de versement de
la somme de quinze mille (15 000)
francs CFA délivrée par le Chef de Service des Concours Directs et de Bourse
ou par le Chef de Service des Recrutements et de la Formation dans les
Délégations Régionales du Ministère de la Fonction Publique et de la Réforme
Administrative ;

Deux (02) photos 4x4 ;
9.
Une enveloppe timbrée à cinq
cents (500) francs CFA à l’adresse
du candidat.
N.B:
·
Tout dossier incomplet, en retard ou dont les pièces sont signées dans
un commissariat de police ne sera pas accepté.
·
Les pièces légalisées par une autorité administrative, municipale ou
judiciaire doivent être datées de moins de trois (03) mois à la date du dépôt
des dossiers.
Article 4 :
PROGRAMME, HORAIRES ET MODALITÉS DE DÉROULEMENT DES ÉPREUVES ÉCRITES.
1. Le programme de composition est celui des cycles d’études délivrant les
diplômes requis pour faire acte de candidature.
2. Les épreuves écrites qui auront lieu au centre unique de Yaoundé, se
dérouleront aux dates et heures ci-après :

Pour le recrutement des Ingénieurs, Ingénieurs des Travaux, Techniciens Principaux et
Techniciens des Eaux et Forêts.

Ministre de la Fonction Publique et de la Réforme Administrative précisera les
dates et horaires de passage des épreuves orales d’admission définitive pour
les candidats des catégories « A » et « B ».

To announce direct competitive examinations
for the recruitment of 315 (three hundred and fifteen) Ecoguards into the corps
of Forestry civil servants for the 2013 session
THE MINISTER OF THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Mindful of the Constitution;
Mindful of decree No. 75/785 of 18 December
1975 on the Special Rules and
Regulations of the corps of Rural
Production civil servants;
Mindful of decree No. 94/199 of 7 October 1994 on the General Rules and
Regulations of the
Public Service, as amended and supplemented by
decree No. 2000/287
of 12 October 2000;
Mindful of decree No. 2011/408 of 9 December 2011 to organize the Government;
Mindful of decree No. 2011/410 of 9 December 2011 to form the Government;
Mindful of decree No.
2012/537 of 19 November 2012 to organize the Ministry of the Public
Service and administrative Reform;
Mindful of decree No. 2000/696/PM of 13 September 2000 to fix the General

Competitive Examinations.
HEREBY
ORDERS AS FOLLOWS:
Article 1: a) Direct competitive examinations to recruit Ecoguards into the corps of Forestry
civil servants have been
announced. The number of available places for the various categories is
distributed as follows:
-
25 (twenty-five) Forestry Engineers of the second grade of the ‘A’
category of the Public Service;
-
30 (thirty) Assistant Forestry Engineers of the first grade of the ‘A’
category of the Public Service;
-
45 (forty-five) Senior Forestry Technicians of the second grade of the ‘B’ category of the Public Service;
-
60 (sixty) Forestry Technicians of the
first grade of the ‘B’ category of the Public Service;
-
70 (seventy) Assistant Forestry Technicians of the “C” category of the
Public Service;
-
85 (eighty-five) Assistant Forestry Technicians of the “D” category of the
Public Service.
b) The said examinations shall take place on 16 and 17 November 2013 in Yaounde,
the only examination centre.
Article 2: REQUIREMENTS
Candidates shall fulfill all the requirements
for admission to government employment and conditions laid down by the General
Rules and Regulations of the Public Service:

of an Assistant Forestry Technician diploma or an equivalent diploma issued
by a national training institution or a recognized foreign or international
institution featuring on a list approved by Prime Ministerial order.

Assistant Forestry Technicians

D
|
Be at least 17 and at most 29 years of age
as at 1st January 2012(Be
born between 1st January 1984 and 1st January 1996).
|
- Be
physically fit to work as an Ecoguard;
- Be holder
of the First School Leaving
Certificate (FSLC) or the Certificat d’Etudes Primaires (CEP).
|
Article 3: FILE
COMPOSITION
Candidates’ complete application files shall
be submitted, against a receipt, at the Ministry of the Public Service and
Administrative Reform, Department of State
Human Resources Development, Direct and Scholarship Competitive Examinations
Service (4th floor, Rooms 405 and 409) or in all Regional
Delegations of the Public Service,
Recruitment and Training Service, no later than Friday 25th October 2013. The files shall comprise the
following documents:
1. a registration form bearing a CFA
1 000 (one thousand) francs fiscal stamp. The forms can be obtained from the Ministry of the Public
Service and Administrative Reform or at
all Regional Delegations of the Public Service ;
2.
a certified true copy
of birth certificate signed by a competent civil authority;
3.
a certificate of
non-conviction not more than three months old;
4.
a certified true copy
of the required certificate signed by a competent civil authority;
5.
an attestation of
presentation of original of the required certificate signed by a competent
civil authority;
6.
a medical certificate
issued by a public sector Medical Officer not more than 3 (three) months old;
7.
a receipt attesting
payment of a registration fee of CFA 15
000 (fifteen thousand) francs issued
by either the Service Head for Scholarships and
Direct Competitive Examinations or the Head of the
Recruitment and Training Service at the Regional Delegations of the Ministry of
the Public Service and Administrative Reform;
8.
2 (two) passport-size
photographs;
9.
an envelope bearing a
CFA 500 francs stamp and the candidate’s address.
N.B.:
·
All incomplete or
late files or files containing documents signed at a Police station shall be
rejected.
·
All documents should
be certified by a competent civil, municipal or legal authorities and not more than 3
(three) months old at the time of submission of file.
Article 4: SYLLABUSES AND EXAMINATION
TIMETABLE
1.
The syllabuses for
these examinations shall be that of training institutions that have issued the
required certificate for application.
2.
The written part of
the examinations which shall take place in the Yaoundé centre only shall be
scheduled as follows:
