Article 2 :
CONDITIONS À REMPLIR POUR FAIRE ACTE DE CANDIDATURE.
1.
Conditions générales
Peuvent faire acte de candidature, les Camerounais
remplissant les conditions suivantes :
a) Réunir les conditions générales requises pour
l’accès aux emplois publics et les conditions édictées par le Statut Général de
la Fonction Publique de l’Etat ;
b) Être âgé de dix-sept (17) ans au moins et de vingt-neuf (29) ans
au plus au 1er janvier 2013 (être
né entre le 01/01/1984 et le 01/01/1996) pour les candidats à l’admission
de la catégorie « C » de
la Fonction Publique ;
c)
Être âgé de dix sept (17) ans au moins et de
trente quatre (34) ans au plus au 1er janvier 2013 (être né entre le 01/01/1979 et le
01/01/1996) pour les candidats à l’admission des catégories « A » et « B » de la Fonction Publique.

délivré par une école étrangère ou internationale figurant sur une liste fixée
par arrêté du Premier Ministre.

Médecin Spécialiste, être titulaire à la fois du
Baccalauréat de l’enseignement
général ou du General Certificate of

du diplôme de Doctorat en Médecine et du Diplôme
de Spécialisation délivré par un établissement national public de
formation, ou d’un diplôme reconnu équivalent délivré par une école étrangère

Corps des Pharmaciens

formation, ou d’un diplôme reconnu équivalent délivré par une école étrangère
ou internationale figurant sur une liste fixée par arrêté du Premier Ministre.
Article 3 :
COMPOSITION DES DOSSIERS DE CANDIDATURE.
Les dossiers de candidature qui seront reçus complets et contre
récépissé au Ministère de la Fonction Publique et de la Réforme Administrative,
Direction du Développement des Ressources Humaines de l’Etat, (4ème étage, portes 405 et 409), ou dans les Délégations
Régionales de la Fonction Publique jusqu’au vendredi 1er novembre 2013, délai de rigueur, devront
impérativement comprendre les pièces suivantes :
1.
une fiche d’inscription timbrée à mille (1 000) francs CFA, dont
l’imprimé est disponible dans les services du Ministère de la Fonction Publique
et de la Réforme Administrative ou dans les Délégations Régionales du même
Ministère et téléchargeable sur le site internet : http://www.minfopra.gov.cm ;
2.
une copie certifiée conforme de l’acte de naissance
signée par une autorité civile compétente ;
3.
un extrait de casier judiciaire, bulletin
n°3, datant de moins de trois (03) mois;
4.
une/des copie(s) certifiée(s) conforme du/des
diplôme(s) exigé(s) signée(s) par une autorité civile compétente ;
5.
une/des attestation(s) de présentation de
l’original du/des diplôme(s), exigé (s) signée(s) par une autorité civile
compétente ;
6.
un certificat médical délivré par un médecin du
secteur public datant de moins de trois (03) mois ;
7.
une quittance de versement de la somme de quinze
mille (15 000) francs CFA délivrée par le Chef de Service des Concours
Directs et de Bourse ou par le Chef de Service des Recrutements et de la
Formation dans les Délégations Régionales du Ministère de la Fonction Publique
et de la Réforme Administrative ;

deux (02) photos 4x4 ;
9. une enveloppe timbrée à cinq cents (500) francs CFA à l’adresse du
candidat.
N.B:
·
Tout dossier incomplet, en retard ou dont les pièces sont signées dans
un commissariat de police ne sera pas accepté.
·
Les pièces légalisées par une autorité
administrative, municipale ou judiciaire doivent être datées de moins de trois
(03) mois à la date du dépôt des dossiers.
Article 4 :

Article 2: REQUIREMENTS
1.
General
requirements:
These competitive examinations shall be open to all Cameroonians who
fulfil the following conditions:
a)
Fulfil all the
requirements for admission to a public service employment and conditions laid
down by the General Rules and Regulations
of the Public Service;
b)
Be 17 years of age at
least and 34 years at most as at 1st January 2013 (be born between 01/01/1979 and 01/01/1996) for
candidates for the “A” and “B” categories
of the Public Service;
c)
Be 17 years of age at
least and 29 years at most as at 1st January 2013 (be born between 01/01/1984 and 01/01/1996) for
candidates of the “C” category of
the Public Service.
2. Specific requirements
I- Corps of Medical Officers
-
General Practitioner, be holder of both the General Certificate of Education
Advanced Level (GCE-A/L) or the Baccalaureate diploma of General Secondary
Education and a Doctoral degree in
Medicine issued by a government national institution of training, or a
recognized equivalent diploma issued by a foreign or international institution
of training featuring on the list approved by an order of the Prime Minister.
-
Medical Specialist, be holder of both the General Certificate of Education
Advanced Level (GCE-A/L) or the Baccalaureate diploma of General Secondary
Education and a Doctoral degree in
Medicine and a diploma of
specialization issued by a government national institution of training, or
a recognized equivalent diploma issued by a foreign or international
institution of training featuring on the list approved by an order of the Prime
Minister.
II-Corps of Pharmacists
-
Pharmacist, be holder of the General Certificate of Education Advanced
Level (GCE A/L) or the Baccalaureate diploma of general secondary education
and a diploma of pharmacist issued
by a government national institution of training, or a recognized equivalent
diploma issued by a foreign or international institution of training featuring
on the list approved by an order of the Prime Minister.
III- Corps of Biomedical Techniques
-
Biomedical Technician, be holder of
both the Probatoire certificate or the General Certificate of Education
Ordinary Level (GCE-O/L) and a diploma of Biomedical Technician issued by a government national institution
of training, or a recognized equivalent diploma issued by a foreign or
international institution of training featuring in the list approved by an
order of the Prime Minister.
IV- Corps of Technical Assistant (Medical Technology)
-
Health Technician, be holder of both the Probatoire
certificate or the General Certificate of Education Ordinary Level (GCE-O/L) and
a diploma of Health Technician issued
by a government national institution of training, or a recognized equivalent
diploma issued by a foreign or international institution of training featuring
in the list approved by an order of the Prime Minister.
-
Assistant Technical Officer, be holder of both the BEPC or
the General Certificate of Education Ordinary Level (GCE-O/L) and a diploma
of Assistant Technical Officer issued by a government national institution of training, or a recognized
equivalent diploma issued by a foreign or international institution of training
featuring in the list approved by an order of the Prime Minister.
V- Corps of Nurses
-
Principal Nurse, be holder of both the
Baccalaureate diploma or the General Certificate of Education Advanced Level
(GCE-A/L) and a diploma of Principal Nurse issued by a government national institution of
training, or a recognized equivalent diploma issued by a foreign or
international institution of training featuring in the list approved by an
order of the Prime Minister.

Senior Nurse, be holder of both the Baccalaureate diploma or the General
Certificate of Education Advanced Level (GCE-A/L) and a State Registered Nurse diploma issued by a government national institution of training, or a recognized
equivalent diploma issued by a foreign or international institution of training
featuring in the list approved by an order of the Prime Minister.

Senior Nurse Specialist/IDE, be holder of the General
Certificate of Education Advanced Level (GCE-A/L) or the Baccalaureate diploma
of general secondary education, a
State Registered diploma and a diploma of specialization issued by a government national institution of
training, or a recognized equivalent diploma issued by a foreign or
international institution of training featuring in the list approved by an
order of the Prime Minister.

Nurse, be holder of the Probatoire Certificate or the General
Certificate of Education Ordinary Level (GCE-O/L) and a Registered Nurse diploma issued by a government national institution of training, or a recognized
equivalent diploma issued by a foreign or international institution of training
featuring in the list approved by an order of the Prime Minister.
-
Nursing Assistant, be holder of the General
Certificate of Education Ordinary Level (GCE-O/L) or the BEPC and a diploma of Nursing Assistant issued by a
government national institution of training, or a recognized equivalent diploma
issued by a foreign or international institution of training featuring in the
list approved by an order of the Prime Minister.
Article 3: FILE
COMPOSITION
Candidates’ complete
application files shall be submitted, against a receipt, at the Ministry of the
Public Service and Administrative Reform,
Department of State Human Resources Development, Direct Competitive and
Scholarship Examinations Service (4th
floor, Rooms 405 and 409) or in all
Regional Delegations of the Public Service and Administrative Reform, latest Friday 1st November 2013. The files shall comprise the
following documents:
1.
a registration form
bearing a CFA 1 000 francs fiscal stamp.
The forms can be obtained from the Ministry of the Public Service and
Administrative Reform or at all its Regional
Delegations of the Public Service or downloaded at the following website
address: http://www.minfopra.gov.cm ;
2.
a certified true copy
of birth certificate signed by a competent civil authority not more than 3
(three) months old;
3.
a certificate of
non-conviction not more than 3 (three) months old;
4.
a certified true copy
of the required certificate signed by a competent civil authority not more than
3 (three) months old;
5.
an attestation of
presentation of original of certificate required signed by a competent civil
authority ,not more than 3 (three) months old;
6.
a receipt attesting
payment of a registration fee of CFA 15
000 francs (fifteen thousand)
issued by either the Head of the Direct Competitive and Scholarship
Examinations Service (Room 411) at
the Ministry or the Head of the Recruitment and Training Service at the
Regional Delegations of the Ministry of the Public Service and Administrative
Reform;
7.
a medical certificate
issued by a public sector Medical Officer not more than 3 (three) months old;
8.
2 (two) passport-size
photographs;
9.
an envelope bearing a
CFA 500 francs stamp and the candidate’s address.
N.B: a) All incomplete
or late files or files containing documents signed by the Police shall be
rejected;
b) All documents should
be certified by competent civil, municipal or legal authorities and not more
than 3 (three) months old at the time of submission of file.
Article 4: SYLLABUSES AND EXAMINATION TIMETABLE
1.
The syllabuses for these examinations shall be that of training
institutions that have issued the required certificate for application.
2.

Article 5: ORAL PART OF THE EXAMINATION
The Minister of the Public Service and Administrative Reform shall
announce the date and timetable for the oral part of the examination through a
press release for candidates of the “A”
and “B” categories who have been declared successful in the written part of
the examination.

Article 6: PUBLICATION OF
RESULTS
The final results of the competitive examination shall be published
through an instrument signed by the Minister of the Public Service and
Administrative Reform.
Article 7: This order shall be registered and published
wherever necessary.
